The dwarf characters which are grouped up together are bots which are programmed to spam the world chat with advertisements.
After awhile it gets annoying and troublesome especially if you are having a conversation with someone and it keeps getting interrupted by this spams. A player can block these spams but there are constant new characters which are made to spam again and again.
